Yes, but not if they have been convicted of a severe violence crime/sexual crimes. That and if they finish parole/probation

only when they've shown they deserve it such as a good school history, and if they haven't got one than let them do a couple of quizzes or so

I think abortion should be funded but only in good faith. That meaning rape victims/underage parents.
